‘pieces of paper’ in real politick. Critics from both the left and the right
" ]! k" y9 ?3 H1 `( W* K- kheap derision on their selective reach and implementation.1 _+ v5 [/ e3 h, E$ t' {
Yet these treaties are crucial to everyone who is interested in making8 D& P1 R6 @8 m7 v" r! A
wars less barbaric and less frequent. Pieces of paper they may be, but- X2 ^4 H7 W! a; P& P9 }
large powers adhere to their contents with care, as do the smaller ones
