‘pieces of paper’ in real politick. Critics from both the left and the right4 W t8 Y; H3 O8 n2 k( F9 C
heap derision on their selective reach and implementation.8 Y2 B/ p# }2 z: }) L& ~' a1 B* g
Yet these treaties are crucial to everyone who is interested in making

large powers adhere to their contents with care, as do the smaller ones' T/ M# \( v& r
who crave international respectability.
